Strategies to Increase the Effectiveness of the Pumping Program in Supporting Food Self-Sufficiency

Rice is the main food commodity in Indonesia, but its production has declined due to climate change. In 2024, national rice production amounted to 52.66 million tons of MDG, a decrease of 2.45 percent from the previous year. As a measure to anticipate, the Ministry of Agriculture has taken quick steps through the pompanization program. This research aims to analyze and formulate strategies to improve the effectiveness of the pumping program in realizing food self-sufficiency. The research was conducted from February to April 2025 in Singaparna District, involving 80 respondents of 126 farmers using proportional random sampling. Data collected through questionnaires, interviews, and field observations, then analyzed using descriptive quantitative methods and multiple linear regression. The results of the reseach showed that most beneficiaries (75.4%) consider the pompanization program to be effective, which is significantly influenced by the support of relevant parties (coefficient 0.272) and environmental factors (coefficient 0.518) with a contribution value of 73.4 percent. Strategies to increase the effectiveness can be done through increasing community acceptance, increasing water availability, optimizing the role of the military and government, and increasing farmer group participation.
