Abstract

Indonesia as the world's largest palm oil producer continues to encourage the development of sustainable palm oil through various national policies, one of which is the Regulation of the Minister of Agriculture Number 03 of 2022. This study aims to evaluate the implementation of this policy in ten main palm oil center provinces in Indonesia, especially regarding access to technology, extension, facilities and infrastructure, and farmer empowerment. Using a qualitative approach and secondary data analysis, this study applies William Dunn's policy evaluation framework which includes effectiveness, efficiency, equity, responsiveness, adequacy, and accuracy. The results of the study show that there is still inequality in the distribution of seeds, fertilizers, and agricultural machinery, one example of which is that Riau Province as the largest region actually receives the least assistance. Uneven coverage of extension also has an impact on the low adoption of good agricultural practices. The dominance of independent farmers and smallholders who have minimal access to superior seeds, financing, and market institutions also hinders productivity and sustainability. This study recommends the need for productivity cluster-based targeting, fairer input distribution, strengthening farmer institutions, and the preparation of a national agroforestry roadmap to support multifunctional landscapes and food self-sufficiency. These results are expected to be input for improving more inclusive and sustainable smallholder palm oil policies.
